Overview
Poland's sponsor-side burden sits with the employer or host entity that supplies the contract basis, employer attachment, or transfer package behind the worker's stay. For ordinary local hires, the sponsor usually supports either an employer-requested work permit for entry from abroad or the Appendix 1 and contract package for a combined residence-and-work filing inside Poland; research hosts and ICT receiving entities carry their own dedicated documentation tracks. 1Office for Foreigners — Work permit4Office for Foreigners — Temporary residence and work permit documents9Office for Foreigners — EU Blue Card documents13Office for Foreigners — Scientific research permit documents16Office for Foreigners — ICT permit documents
For Blue Card and ICT cases, sponsor payroll checks should rely on the current formula-driven official threshold at filing time rather than an older internal PLN number. 10Office for Foreigners — EU Blue Card requirements15Office for Foreigners — ICT permit requirements

Sponsor-backed routes
Temporary residence and work permit
Polish employerThe employer supports the in-country combined permit by preparing Appendix 1, keeping the employment conditions internally consistent, and staying ready to justify the role against labour-market and salary-comparability rules where they still apply.
- Complete and sign Appendix 1 to the residence application.
- Keep the contract terms aligned with Appendix 1 and any labour-market-test material.
- Respond quickly if the voivode requests clarification or updated employer documents.
EU Blue Card
Polish employerFor Blue Card cases, the employer has to issue a contract of at least one year, keep the role genuinely high-qualified, and make sure the remuneration used in the filing matches the statutory threshold formula.
- Issue the qualifying one-year contract or equivalent work basis.
- Keep the role description consistent with the claimed qualification level.
- Ensure the filed remuneration still meets the Blue Card formula on the decision date.
Temporary residence permit for scientific research
Approved Polish scientific unitThe host institution drives the research case with the admission agreement, the project details, and the host-side statement on return costs where the law still requires it.
- Conclude the admission agreement covering the project, term, pay, and working conditions.
- Confirm that the scientific unit is approved under the relevant interior-ministry procedure.
- Provide the host-side statement on return costs where required.
ICT permit
Polish host entity within the multinational groupICT is the clearest sponsor-led route in Poland: the host entity, not the worker, files the application, and it has to prove the group relationship, prior employment, remuneration, housing basis, and the structure of the transfer or traineeship.
- Submit the ICT application to the voivode competent for the host entity's seat.
- Document the group relationship, prior employment period, and transfer basis.
- Show that remuneration, accommodation, and return arrangements meet the statutory standards.

Employer requirements
- 01
Only back the route that actually matches the case: Polish local hire, Blue Card specialist, approved-host research, or multinational ICT transfer all use different sponsor evidence and cannot be mixed casually.
- 02
Keep salary, position, contract term, and working-time details consistent across the contract, sponsor attachment, and any supporting labour-market documentation.
- 03
If the hire needs a separate work permit for entry from abroad, remember that the employer requests that permit and the worker still needs a stay basis that allows employment, such as the right visa.
- 04
ICT sponsors must be ready for a host-led filing: the host entity is the party to the proceedings, and the first permit normally starts with the foreign worker outside the EU.

Documents
Employer Appendix 1 and aligned employment contract
For the combined permit, Appendix 1 has to be completed by the employer and the employment terms in it must stay consistent with the contract and any starost information.
Blue Card contract and qualification-support package
The sponsor should be ready with the one-year contract, pay details, and whatever role documentation supports the high-qualification claim.
Research admission agreement and host statement
Research hosts need the admission agreement plus the project details, remuneration, and the host-side return-cost statement where required.
ICT transfer package
The ICT file can require the transfer or posting document, prior-employment proof, qualifications, guaranteed accommodation, remuneration details, and return arrangements.
Separate work-permit support documents
For out-of-country hires using the ordinary work-permit route, the employer may need to prove the specific permit type and whether a labour-market test or exemption applies.
05
Process
Choose the sponsor track before issuing documents
Decide first whether the case belongs in the separate work-permit plus visa track, the in-country combined permit, the Blue Card, the research route, or ICT, because the sponsor packet changes materially across them.
Prepare a coherent sponsor file
Issue the contract, host agreement, or transfer document and check that remuneration, role title, term, and supporting documents all tell the same story before filing.
File with the correct authority and channel
Employers request ordinary work permits, workers file most standard temporary residence cases with the competent voivode using the current MOS rules, and ICT is filed by the host entity outside the general MOS temporary-permit workflow.
Stay available for authority follow-up
Once the case is open, answer voivode questions quickly because sponsor-side omissions or mismatches are a common reason files slow down or need supplementation.
06
Warnings
Ordinary work permits do not replace residence compliance
An employer-obtained work permit is only one half of the legal setup. The worker still needs a stay basis that actually permits work in Poland.
MOS transition timing can break last-minute filings
Because the general residence filing channel is changing in late April 2026, sponsors should not rely on last-day submission plans for routes that will move fully into MOS.
ICT is sponsor-led and route-specific
Do not treat ICT like an ordinary worker residence filing. The host entity is the party to the proceedings and the route has separate entry, salary, and prior-employment rules.
Labour-market-test practice and the newer local refusal-list logic can still vary by voivodeship and county, so sponsors should verify current local office practice before promising a start date.
