ADEM is Luxembourg's public employment agency. In work-migration practice it is especially important because standard salaried-worker routes often require an employer-side step through ADEM before a third-country national can be hired. That makes ADEM central to labour-market control in Luxembourg even though the final immigration status is issued through a separate residence process.
