ANABIN — KMK Database of Foreign Educational Credentials
AcademicCentral database maintained by the Standing Conference of the Ministers of Education (KMK) that classifies foreign higher-education institutions and their degrees. Used as the primary reference for determining whether a foreign degree is equivalent to a German academic qualification.

BMBF Recognition Portal — Anerkennung in Deutschland
VocationalFederal portal operated by the Federal Ministry of Education and Research (BMBF) that guides applicants through the recognition process for both academic and vocational qualifications. Includes a recognition advisor tool and directory of competent authorities by profession.

BIBB — Federal Institute for Vocational Education and Training
VocationalFederal authority responsible for research and development in vocational education and training. Provides guidance on recognition of foreign vocational qualifications under the BQFG and maintains the KURSNET and BERUFENET databases for vocational qualification information.

Regulated professionFederal umbrella body for the 17 state medical chambers (Landesärztekammern), which are the competent licensing authorities for medicine in Germany. Recognition applications for foreign medical degrees are filed with the state chamber of the intended place of work.

Recognition process
Determine whether your profession is regulated in Germany
Use the BMBF Recognition Advisor at anerkennung-in-deutschland.de to check whether your target profession requires a licence to practise in Germany. Regulated professions need formal recognition before you can work; unregulated professions require only a comparability assessment if an employer requests it.
Identify the competent authority for your profession and state
Germany has no single national recognition body. Authority is split between federal and state levels and by profession. Use the Recognition Portal's authority finder or the BMBF database to locate the exact authority responsible for your profession in the Bundesland where you intend to work.
Assemble your documents
Standard documents required include: certified copy of degree certificate and transcripts, official sworn translation into German (Beglaubigte Übersetzung), proof of identity (passport), curriculum vitae, and evidence of professional experience. Academic certificates from countries listed as H+ in ANABIN may need additional authentication (apostille or full legalisation depending on the issuing country).
Submit the application to the competent authority
Submit your application package directly to the competent authority identified in step 2. Many authorities now accept applications online. Pay the applicable assessment fee (amounts vary by authority and profession, typically €100–€600). Retain proof of submission — the statutory clock for the decision period starts from the date the complete application is received.
Await the assessment decision
Under the BQFG, the authority must issue a decision within four months of receiving a complete application for vocational qualifications. Regulated professions (medicine, law, etc.) have varying statutory periods. The decision will be full recognition, partial recognition with compensation measures, or rejection. The authority must provide written reasons.
Complete any required compensation measures
If partial recognition is granted, you may be required to complete an aptitude test (Eignungsprüfung) or an adaptation period (Anpassungslehrgang) supervised by a competent authority. Once completed successfully, full recognition is issued. For medicine and certain other professions, a Kenntnisprüfung (knowledge examination) may be required instead.
Receive the recognition certificate
On full recognition, the competent authority issues a formal recognition certificate (Anerkennungsbescheid). For regulated professions this certificate unlocks the right to use the protected professional title and to submit it as evidence in your work permit application. Keep the original — immigration authorities and employers will require it.

Unregulated qualification route
For professions that are not regulated in Germany — such as most engineering specialisations, software development, business management, and many technical trades — formal recognition is not legally required before starting work. However, employers and immigration authorities may request a Statement of Comparability (Zeugnisbewertung) issued by the German ENIC-NARIC centre at the Kultusministerkonferenz (KMK). This document assesses the level of a foreign qualification relative to the German higher education system. The assessment fee is approximately €200 and the process takes 4–8 weeks. The BMBF Recognition Portal also offers a voluntary comparability assessment for non-regulated vocational qualifications.

EU framework notes
Germany implements the EU Professional Qualifications Directive 2005/36/EC (as amended by 2013/55/EU) through the EU-Berufsanerkennungsgesetz (EUBAGE) and sector-specific professional laws. For the seven professions covered by the automatic recognition regime — doctor, nurse, dentist, pharmacist, veterinary surgeon, midwife, and architect — EU/EEA nationals receive recognition on production of qualifying certificates without a substantive assessment. Third-country nationals do not benefit from automatic recognition and must go through the general-system or national route. Vocational qualifications are separately governed by the Berufsqualifikationsfeststellungsgesetz (BQFG) which covers federally regulated training occupations and applies to both EU and non-EU applicants.

Одного предложения о работе недостаточно для маршрутов в регулируемые профессии, например в здравоохранение, если лицензия на практику ещё не получена.
