Recognising qualifications in Италия

Italy operates two entirely separate tracks for foreign qualification recognition that must not be confused. Academic recognition — used for further study, employer verification, or personal purposes — runs through the Italian embassy or consulate in the country of issue (which issues a dichiarazione di valore) and through CIMEA, Italy's ENIC-NARIC centre, which issues the Attestato di comparabilità e verifica dei titoli. Professional recognition — required to practise any of Italy's more than 30 regulated professions — runs through the Ministry of University and Research (MUR), which issues a formal equivalence decree (decreto di riconoscimento), followed by registration with the relevant Ordine or Collegio professionale. Italy implements Directive 2005/36/EC via D.Lgs. 9 novembre 2007, n. 206: EEA-trained practitioners of the seven sectoral professions (medicine, dentistry, nursing, pharmacy, veterinary medicine, architecture, midwifery) receive automatic recognition directly through the Ordine; all other regulated professions and all third-country nationals go through the MUR general system, which is among the slowest in the EU.

Italy's ENIC-NARIC centre. Issues the Attestato di comparabilità e verifica dei titoli (comparability and verification certificate), which is the standard employer-facing document mapping a foreign degree to the Italian qualification level (laurea triennale, laurea magistrale, dottorato di ricerca, etc.). Also provides information on academic recognition, issues the Diploma Supplement equivalent, and participates in Lisbon Recognition Convention procedures.

Regulated profession

Handles formal professional recognition (riconoscimento professionale) for regulated professions not covered by automatic EEA recognition. Issues the decreto di riconoscimento (equivalence decree), which may include conditions such as supplementary examinations (esami integrativi) or a period of supervised professional practice. All third-country nationals seeking to practise a regulated profession in Italy must go through MUR.

National federation of medical and dental practitioners' Ordini. EEA-trained doctors and dentists (sectoral professions) register directly with the local Ordine dei Medici under the automatic-recognition track without going through MUR. Third-country nationals require a prior MUR equivalence decree before Ordine registration.

Regulated profession

Governs the national architects' albo. Architecture is a sectoral profession under Directive 2005/36/EC: EEA-trained architects are recognised automatically and register directly with the local Ordine degli Architetti without a MUR decree. Third-country nationals must obtain MUR recognition before albo registration.

Recognition process

Obtain the dichiarazione di valore from the Italian diplomatic post

Contact the Italian embassy or consulate in the country where the degree was issued and request a dichiarazione di valore (declaration of value). This document attests the authenticity of the certificate and the status of the issuing institution in its home country. It is not itself a recognition decision, but CIMEA and MUR typically require it as the first step. Allow 2–8 weeks depending on the diplomatic post.

Prepare certified Italian translations of all documents

All documents submitted to CIMEA, MUR, or an Ordine must be translated into Italian by a sworn translator (traduttore giurato). Uncertified or unofficial translations are not accepted. Standard documents include: the degree certificate, transcripts, the dichiarazione di valore, proof of identity, and any professional experience evidence.

Academic / employer-facing route: apply to CIMEA for an Attestato di comparabilità

If you need recognition for study, employment, or non-regulated purposes, submit your application to CIMEA with the degree certificate, certified translation, dichiarazione di valore, apostille or legalisation, and application form. CIMEA evaluates the degree and issues an Attestato di comparabilità e verifica dei titoli mapping it to the Italian level (laurea triennale, laurea magistrale, or dottorato di ricerca). Processing takes approximately 2–4 weeks.

Professional route: apply to MUR for an equivalence decree

If you need to practise a regulated profession and are either a third-country national or practising a non-sectoral profession as an EEA national, apply to the MUR (riconoscimento professionale). Submit the degree certificate, transcript, dichiarazione di valore, certified Italian translations, apostille or legalisation, and any proof of professional experience or supervised practice. MUR assesses whether the foreign qualification meets Italian requirements.

Complete supplementary examinations or supervised practice if required by MUR

MUR may condition its recognition decree on the applicant passing esami integrativi (supplementary examinations covering subjects not adequately covered by the foreign curriculum) or completing a period of supervised professional practice. The requirement is assessed case by case. If esami integrativi are required, allow an additional 1–2 semesters.

Receive the MUR equivalence decree (decreto di riconoscimento)

Once MUR is satisfied, it issues the formal equivalence decree. This decree is the legal basis for registration with the competent Ordine and for asserting professional status in Italy. MUR processing for professional recognition typically takes 6–12 months and is known to run longer — begin this step well before your planned start date.

Register with the relevant Ordine or Collegio professionale

Present the MUR equivalence decree (or, for automatic-recognition professions, the qualifying EEA certificate) to the competent Ordine or Collegio professionale and apply for iscrizione all'albo. The Ordine checks the decree, collects any registration fee, and issues an albo registration number. Albo registration is legally required to practise most regulated professions in Italy. Allow 4–8 weeks after submitting the decree.

Unregulated qualification route

For roles that are not regulated professions in Italy — including most technology, business, and non-licensed engineering positions — formal recognition through MUR is not legally required before starting work. The standard employer-facing document is the CIMEA Attestato di comparabilità e verifica dei titoli, which maps the foreign degree to the Italian qualification level and is increasingly accepted by Italian employers and universities as the reference for a foreign qualification. The CIMEA certificate takes approximately 2–4 weeks and requires the dichiarazione di valore as supporting documentation.

EU framework notes

Italy implements Directive 2005/36/EC via D.Lgs. 9 novembre 2007, n. 206. For the seven sectoral professions — doctor, dentist, pharmacist, nurse, veterinary surgeon, architect, and midwife — automatic recognition applies for EEA-trained practitioners holding the relevant qualifying certificates; they register directly with the competent Ordine without a MUR decree. For all other regulated professions and for all third-country nationals regardless of profession, the general-system route applies and MUR issues the recognition decree. Italy has more than 30 regulated Ordini and Collegi — check the full list on the MUR website before assuming that a given profession is unregulated.
