Overview
Poland's non-EU work system revolves around the temporary residence and work permit for people already in a qualifying legal stay, with the EU Blue Card for higher-paid specialist roles, a separate researcher permit for approved scientific units, and an ICT permit for group-company transfers. If you are being hired from abroad, the practical sequence often starts with an employer-side work permit and a national visa; Polish graduates also have a narrow 9-month search route after finishing qualifying studies in Poland. 2Office for Foreigners — Temporary residence and work permit10Office for Foreigners — EU Blue Card introduction15Office for Foreigners — Scientific research permit introduction19Office for Foreigners — ICT permit introduction25Office for Foreigners — Work permit29Ministry of the Interior and Administration — Entry conditions for working purposes28Office for Foreigners — Permit for temporary residence – graduate
Poland's Blue Card and ICT salary rules are published as formulas rather than one stable nationwide figure in the route guidance, so verify the current PLN threshold with the competent voivode before filing. 13Office for Foreigners — EU Blue Card requirements20Office for Foreigners — ICT permit requirements

Permit routes
5 routes currently recognised
Temporary residence and work permit
★ MOST NON-EU HIRES ALREADY IN POLAND ON A QUALIFYING LEGAL BASIS WHO NEED ONE COMBINED RESIDENCE-AND-WORK DECISION
Poland's standard combined route is the temporary residence and work permit, often called the uniform permit. It is for work in Poland that is not seasonal, not a posting by a foreign employer, and long enough to justify a stay beyond three months; specialists should still compare it with the Blue Card before filing.
- Min salary
- No single nationwide salary floor is published for all cases, but the filed pay cannot be lower than the pay of comparable local workers and some cases still depend on labour-market conditions.
- Timeline
- Permit validity can run for more than 3 months and up to 3 years; Poland does not publish one nationwide processing timeline.
EU Blue Card
★ SPECIALISTS WITH HIGHER QUALIFICATIONS OR EQUIVALENT EXPERIENCE AND A QUALIFYING POLISH CONTRACT
Poland's Blue Card route is the higher-qualified employment track. You need at least a one-year contract for work requiring high qualifications, the role cannot be seasonal or a foreign posting, and the annual gross pay must meet the statutory threshold of at least 150% of the previous year's average salary in the national economy.
- Min salary
- At least 150% of the previous year's average national salary; verify the current PLN amount before signing and filing.
- Timeline
- Use only for stays longer than 3 months; no fixed nationwide processing time is published.
Temporary residence permit for scientific research
★ RESEARCHERS ADMITTED BY AN APPROVED POLISH SCIENTIFIC UNIT UNDER A RESEARCH AGREEMENT
This route is for scientific research or development work in a Polish scientific unit approved by the minister responsible for internal affairs. The applicant needs at least a master's-level qualification or equivalent that gives access to doctoral study and a formal admission agreement with the receiving entity.
- Min salary
- No single statutory salary floor is published, but the research agreement must set the pay and working conditions and the researcher must have sufficient means.
- Timeline
- Permit validity can run for more than 3 months and up to 3 years.
ICT permit
★ MANAGERS, SPECIALISTS, AND TRAINEE EMPLOYEES MOVING WITHIN THE SAME MULTINATIONAL GROUP INTO POLAND
The ICT permit is Poland's dedicated route for intra-corporate transfers to a Polish host entity for more than 90 days. The sending employer must sit outside the EU, EEA, and Switzerland, and the foreign worker needs prior group employment of at least 12 months for managers or specialists, or 6 months for trainees.
- Min salary
- At least the level paid for comparable local work and not below 70% of the previous year's average gross monthly salary in the host voivodeship.
- Timeline
- For first ICT filings the host entity applies while the foreigner is outside the EU; no nationwide processing standard is published.
Graduate search permit
★ RECENT GRADUATES OF QUALIFYING POLISH UNIVERSITIES WHO WANT SHORT TIME TO FIND WORK OR START A BUSINESS
Poland gives a narrow temporary residence option to qualifying graduates of Polish universities who want to stay after graduation to seek employment or launch a business. It is not a general job-seeker permit for people abroad, and it can only be granted once.
- Min salary
- No salary floor, but you must show medical insurance, an address in Poland, and funds for subsistence and return.
- Timeline
- Granted once for 9 months.

Eligibility (common baseline)
- 01
To work legally in Poland you need both a work entitlement and a residence basis that permits that work; a work permit alone is not enough if your stay basis does not authorize employment.
- 02
The temporary residence and work permit is only for non-seasonal work that is not a posting by a foreign employer, and you must already be in Poland on a qualifying legal basis when that in-country route is used.
- 03
Blue Card applicants need higher qualifications or at least five years of comparable professional experience, plus a contract running for at least one year and meeting the statutory salary formula.
- 04
Researchers need at least a master's-level qualification or equivalent and must be admitted by an approved Polish scientific unit under an appropriate research agreement.
- 05
ICT applicants need a real intra-group transfer setup, prior employment within the same undertaking or group, and pay that meets both comparable-local-pay and regional minimum formula tests.

Documents checklist
Passport copy, application form, and photos
The residence-permit routes consistently require the correct application form, a copy of the valid travel document, and current photographs, with fingerprints taken where required.
Employer attachment or work contract package
For the combined work permit, Appendix 1 must be completed and signed by the employer; Blue Card filings need the one-year contract and qualification evidence; separate work permits are requested by the employer.
Qualification evidence
Bring diplomas, certificates, or professional-experience proof that supports the route, especially for Blue Card, regulated work, research, or ICT specialist cases.
Research or host documentation
Researcher cases need the admission agreement and host-side statement; ICT cases need the group-transfer document, prior-employment proof, host-entity details, and remuneration terms.
Proof of funds, insurance, and Polish translation
Graduate and research routes explicitly require proof of funds and insurance, and official guidance also requires foreign-language documents to be filed with a sworn translation into Polish.
05
Application steps
Check whether the case starts abroad or in Poland
If you are being hired from abroad, your employer may first need a separate work permit and you may then need a national visa for entry. If you are already in Poland on a qualifying legal basis, compare the in-country temporary residence routes instead.
Match the route before assembling documents
Use the combined permit for standard local employment, the Blue Card for higher-qualified and higher-paid roles, the researcher permit for approved host institutions, the ICT route for multinational transfers, and the graduate route only if you finished qualifying Polish studies.
File with the competent voivode on time
Residence-permit applications must reach the competent voivode no later than the last day of legal stay. For most temporary permits, Poland is shifting to MOS electronic filing from April 27, 2026, but ICT remains outside that MOS path and is filed by the host entity under the existing procedure.
Complete fingerprints and any follow-up requests quickly
Expect the voivode to review formal completeness, collect fingerprints where the route requires it, and ask for missing material if the file is incomplete. Delays often come from missing employer or host attachments rather than the main form itself.
Keep the permit conditions aligned after approval
Once you have the permit, work only within its terms and report changes where the route requires it. On the ordinary combined permit, losing the listed job has to be notified to the voivode within 15 working days.

Community tips
Anecdotal · Not verified · Treat with appropriate skepticism
“Expect regional timing differences, especially in big voivodeships”
Recent applicant discussions consistently describe much slower residence-card handling in high-volume offices like Warsaw than in smaller regions, even when the legal stay remains protected after a timely filing. Treat city-to-city timing anecdotes as queue signals, not as a substitute for official deadlines.

Representative source“Leaving Poland while a residence case is pending can create re-entry problems”
Applicants repeatedly warn that a pending residence file may protect legal stay inside Poland without giving clean re-entry rights after travel, especially if the underlying visa has expired. The safest practical pattern is to confirm the travel basis before booking non-essential trips.

Representative source“Generic document requests from offices are a common pain point”
Applicants often report receiving broad follow-up requests that appear template-based rather than tailored to the exact route, so it helps to keep your whole filing packet organized and respond precisely against what your office actually asked for.

Warnings and uncertainty
Do not use the combined permit if your current stay basis is excluded
Poland's ordinary temporary residence and work permit cannot be used for every in-country situation. Tourist-purpose visas, family-or-friends visas, seasonal work, foreign-employer postings, some short-term special-stay permits, and being outside Poland can block or redirect the filing.
The filing channel is changing in April 2026
For most temporary residence permits, Poland is moving to MOS electronic filing from April 27, 2026, and paper applications arriving after April 26, 2026 for those covered routes will not be examined. ICT remains outside that MOS flow under the current guidance.
A work permit does not fix an invalid stay basis
Even with a valid employer-obtained work permit, you still need a residence basis that allows work, such as the right visa or a matching residence permit. Poland treats the right to stay and the right to work as linked but distinct questions.
The June 1, 2025 legal change on local refusal lists for some occupations appears in current voivodeship guidance, but the central Office for Foreigners route pages do not yet publish one simple nationwide list to cite on the public page.
Poland does not publish one reliable nationwide processing time for these routes in the official guidance reviewed here, so local voivodeship workloads should be treated as variable rather than promised timelines.
