Definition
Authorisation to stay is the term some European systems use for the underlying approval that confirms the applicant may proceed with a long-stay move before the physical visa or residence card is issued. In practice, it often means the domestic authority has accepted the residence basis and the applicant can now collect an entry visa or final permit. This approval is not always the last step, because travel, registration, biometrics, and card collection may still follow.
